ABOUT US

Harkins Construction Team
Harkins Concrete Construction, Inc. is a concrete subcontractor serving the entire Eastern Shore area since 1992. We employ a wide range of fulltime concrete workers, and can supplement them with thoroughly vetted experienced specialists when needed. Our dedication to quality and safety is unsurpassed. Like all Harkins companies, at Concrete Construction you can count on us to be trustworthy, competent, quality-oriented and versatile.

Specializing in medium to large commercial jobs, about 80 to 90 percent of the work we are asked to join involves Flat Work, a niche we have established as a regional specialty. When contractors bring us in they know this critical core of their project will be finished on time and on budget. As the initial phase of most jobs, contractors appreciate our legendary reliability and well-practiced experience to set the pace and get the project off to a strong start.

Recently, we have been engaged to provide Flat Work for some new schools. As first on site, we arrive immediately after the land has been cleared and prepared. We do footers and foundations then proceed to provide the walls, decks, steps and floor slabs.

As you can see in our portfolio, our work has given Salisbury some of its most impressive commercial and residential structures. We are especially proud of the PRMC Cancer Center.

We also do much smaller jobs. Homeowners should contact us for driveways, patios, sidewalks or other concrete upgrades under consideration. Recently, we were hired to do a large slab for a company that stored vegetation outdoors. After a quarter century of satisfying customers in the area, no job is too big or too small to benefit from the experience and customer service of Harkins Concrete Construction.

Integrity, Quality, Commitment & Customer Service

As a privately-owned company, our values are not designed to drive our stock price up or impress government regulators. They represent values and attitudes we believe are good for our customers, employees, the community, and ourselves. No business will survive without trust from its stakeholders, so honesty is a given. Pretty much everything else follows from that. We arrive when we say we will, deliver quality whether it’s in the ready mix or our workmanship. We price each job so everyone makes a fair return. Every job gets our full attention.

In all businesses, poor workmanship or cutting corners destroys trust and reputations. In our business it has the added potential of hurting people. After 25 years and the launch of two other successful companies, we can say with certainty that honest values are good business. Trustworthiness is the foundation of all we do.

At Harkins we strive for...

  • Unsurpassed Integrity, earned through tens of thousands of satisfactory transactions, and growth from repeat business and referrals.
  • Quality products and workmanship, implicit in our products and the standards we set for employees and specialists.
  • Commitment, illustrated in meeting deadlines, arriving on time, and delivering the quality work we promise.
  • Customer Service is awfully important to us, but that’s not so much a core value as just our way of saying thank you for your trust.

Our History

George Harkins founded Harkins Concrete Construction in 1992 after spending time in Salisbury, Maryland while overseeing a construction project for his Washington, DC employer at the time. Whether it was the charming beach atmosphere or shrewd awareness of the untapped and under-served growth potential of the region, his timing proved prescient. He instantly knew his next career phase would be his own company based right where he was.
In the years that followed, a healthy economy helped fuel a sharp boom in commercial and residential construction along the Eastern Shore of Maryland and in Delaware beach communities.

Mr. Harkins structured his new company around a core of full-time employees and a thoroughly vetted Rolodex (remember, this was the early 1990s) of quality concrete workers he could bring on as needed. He drew on experience gained working in the industry and some say a flair for sales.

He apparently had a discerning eye for talent. The quality of the workmen he recruited in an area notorious for a dearth of experienced concrete workers, played a big part in differentiating Harkins Concrete Construction from its competitors.

Within five years, business was booming, and people were noticing. Impressed with his high energy, aggressive attitude and the quality work Harkins delivered, he was winning loyal fans among repeat customers, general contractors and key architects in the area. They saw more than a successful new business. Harkins was good for the business community and they wanted to see him extend his skills into the expanded role of general contractor.
Never one to let an opportunity slip by, in 1997 he and his son David, who by then was taking an active role in the business, formed Harkins Contracting, Inc. a general contractor based in Salisbury.
